Vacancy Announcement from FPAN Application Deadline: 12 November 2008
Family Planning Association of Nepal (FPAN), Member Association of International Planned Parenthood Federation, a leading National NGO in the field of SRH in Nepal is looking for dynamic people to its Global Fund Supported HIV/AIDS program planned for implementation from November 2008 for its first phase. FPAN will manage this 7th Round of the Global Fund supported HIV/AIDS programs (STI/HIV prevention among labour migrants and MSM components) in 24 districts as the Principal Recipient through Sub-Recipients (SRs).
1. Project Director (1)
Location: Kathmandu with 40 percent travel in project districts
Scope of work: Take lead in Global Fund supported STI and HIV prevention programs among labour migrants and MSM with other support staff, provide overall leadership for the project, handle day to day management of all activities of the Global Fund supported Project, maintain coordination with the donor, CCM, stakeholders and sub-recipients, prepare analytical progress reports, regular update about the status of the project to FPAN's DG and GFATM, develop, support and manage the program implementation plan and ensure all project staff and consultants to deliver in their respective roles under overall supervision of the FPAN's Director General and technical guidance of other FPAN's core team of staff. S/he will also be responsible for logistic management and capacity building of all SRs selected for program implementation.
Experience and qualification: Master degree in public health, development study, reproductive health, management or any other health related field of study with seven years substantive experience in STI and HIV prevention and management programs. Excellent experience in managing people and budget, managing sub-recipients, big team of staff, funds and prior experience in similar program/projects. Demonstrable experience in HIV programming and competence in coordination at various levels including Ministry of Health and Population, Ministry of Labour, Ministry of Home and Internal Affairs, CCM, Government Departments, UN agencies, stakeholders at the centre and DACC, sub-recipients and other local level stakeholders. Familiar with Global Fund working process and procedures will be an added advantage. FPAN's working language is English therefore the candidate must have fluency in writing and speaking the English language.
2. Senior Finance Officer/Grant Manager (1)
Location: Kathmandu with 40 percent travel in project districts
Scope of works: Manage and coordinate a complex grants portfolio including inter-agency agreements and highly technical special project, serve as an expert for the financial planning, implementation and evaluation of grant proposals and provide guidance to the SRs on fund management, prepare contract/agreements to SRs, and manage a sizable grant from the Global fund Round 7 in which the FPAN is one of the three principal recipients. Negotiate, award, and review all reimbursement requests for appropriateness, and ensure that the SRS are in compliance with established administrative and financial policies, procedures, and sound business practices as outlined by the GFATM and FPAN guidelines. Monitor all phases of award and closing, including assessment of technical progress and performance and ensure appropriate use of the grants by all SRs. Apply analytical and evaluative techniques to the identification and resolution of grants administration issues and knowledge of laws, regulations, agency policy, precedent cases, and other requirements that affect grant program administration. Prepare financial report of the project on trimester basis for submission to the Global Fund and CCM.
Experience and qualification: Management degree in the field of financial management or chartered accountant from a reputed university with 7 years of experience in managing grants in a similar project and understanding of various forms of formal and legal financial transactions in Nepal.
3. Senior M & E Officer (1)
Location: Kathmandu with 40 percent travel in project districts
Scope of work: Provide programmatic leadership, ensure that all program components of the project are coordinated in an effective manner, provide management support and supervise program and staff at the field level and at FPAN's HQ. Provide technical guidance to SRs and sub-recipient coordination officers and lead on programmatic reporting and documentation of all processes and outcomes of the project. Ensure timely implementation of all agreed programs by all SRs and collection of progress report from them for progress monitoring and reporting to the Global Fund. Prepare analytical progress report of the project for submission to the Global Fund and help Program Director in coordination with relevant ministries, departments, CCM and stakeholders.
Experience and qualification: MBA or post graduate degree in Management or Public Health with 7 years project management experience preferably in a Bilateral/Multilateral funded program and Country Coordination Mechanism. Conceiving skills and knowledge in program planning, execution, supervision, monitoring and evaluation, team management, leadership and effective partnership management are essentials. Ability to work under pressure to meet tight program schedules is essential.
4. Sub-Recipients Coordination Officers (5)
Location: District Clusters (Baitadi, Banke, Rupandehi, Dhanusha, Kathmandu)
Scope of work: Support in the implementation of the Global Fund supported programs to SRs, monitoring and supervision of program activities, ensure good quality program interactions in the field, collect, compile and disseminate data from the field every month form all SRs under his/her supervision and send compiled report in a proper format at central office, ensure the quality of care in STI and VCT services and STI/HIV prevention information and education of the SRs, maintain directory of technical resource agencies, INGOs/NGOs & government agencies within the district and at the cluster level. Ensure appropriate use of fund by all SRs under his/her supervision and help to arrange logistic support to all SRs.
Experience and qualification: Master degree in development study, relevant other social sciences or public health with at least 6 years experience in program coordination in a reputed HIV or SRH program and in particular with good reporting communication and demonstrable experience in HIV programming. Sound knowledge in program supervision and monitoring is essential. Good oral and written communication skills in both English and Nepali language. Willing to travel in the field and supportive to SRs.
5. Finance Assistance (1)
Location: Kathmandu with 40 percent travel in project districts
Scope of works: Help to Senior Finance Officer/Grant Manager in grant disbursement to SRs and preparation of financial report to GFATM.
Experience and qualification: Bachelor degree in Commerce/ Management with three year experience or Master Degree in Commerce/ Management.
Duration: Initial contract for all posts will be for two years with possibility of extension for next three years based on availability of fund from the Global Fund and work performance of each individual staff.
Salary: Negotiable based on qualification and experience of the candidates according to FPAN rule

Appeal for Humanitarian Help (Koshi flood victims) URGENTLY NEEDED
As we all know that our country is in deep sorrow because more than 50,000 people have been rendered homeless and several have gone missing since the Saptakoshi River damaged two dam spurs and flooded human settlements in Sunsari. The victims are prayerful for the help.
In this context regarding relief work, K and K College has decided to act for collecting relief measures (cash, food articles, medicines, clothes and other essential items) from K and K College and some networking organizations. "K and K Flood Relief Committee" has been set up under the chairmanship of Mr Suman Prasad Shrestha, Principal of K and K College along with 15 Relief Committee Members. The team will visit the affected areas and distribute the collected relief materials soon.
We would like to appeal for humanitarian help of all well wishers, different national and international organizations, students, journalists, civil society members and all Nepalis. It is the time to join hands to overcome the national calamity with your contributions. There the people are expecting meaningful initiation from anyone and certainly your contribution will be a boon for the howling mouths. Women Right Campaigners arrested by police from a peaceful protest 3 August 2008, Maitighar Mandala, Kathmandu
Four of the friends from YOAC have been arrested today by police along with other 50 women right activists while they were demanding a strong commitment from the state to end all forms of violence against women and the fair investigation of the murder case of Women Human Right defender Ms Laxmi Bohara. The campaigners were in a peaceful relay hunger sit in protest from about a month at Maitighar Mandala.
The women activists of YOAC arrested are Ms Rupa Uprety, Ms Sanjita Timsina, Ms Pratima Bhattarai and Ms Jamuna Sharma.
 
Nepal becomes a federal democratic republic 28 May, 2008
The historic first meeting of the Constituent Assembly (CA) has endorsed a proposal to amend the interim constitution implementing the declaration of Nepal as a federal democratic republic. The officiating chairman of the CA, Kul Bahadur Gurung said that of the 564 CA members who took part in the voting on the proposal, 560 voted in its favour while four members voted against it. The motion for implementing the republic declaration was introduced by the government. Home Minister Krishna Sitaula introduced the proposal as per the Article 159 of the Interim Constitution, which was put for voting. Following the voting result, the CA also approved a proposal stating that the King should vacate the Narayanhity royal palace within 15 days. The proposal states that the King will lose all perks and privileges except his rights as a common citizen. The Narayanhity royal palace will be turned into a national museum or used in national interest as deemed necessary by the government, the proposal adds. The CA meeting had started after 9 pm on Wednesday night at Birendra International Convention Center (BICC).
